Menurut Kepala Dinas Satpol PP DKI Jakarta, Effendi Anas masalah trotoar di Jakarta merupakan tanggung jawab dari lima dinas yaitu Dinas Pekerjaan Umum, Dinas Pertamanan dan Pemakaman, Dinas Perhubungan, Satpol PP serta Dinas Usaha Menengah Kecil dan Mikro. Salah satu dampak perkembangan kota yang pesat adalah terjadinya kemacetan di mana-mana akibat kendaraan yang sangat padat.
Pengendara motor sering menghindari kemacetan dengan jalan melewati trotoar. Selain itu, trotoar juga digunakan sebagai tempat parkir motor dan tempat berjualan para pedagang kaki lima. Masalah lain adalah, pembangunan trotoar sering lebih diprioritaskan pada area tertentu saja.
